At Ulster Street - also the former and possibly future location of Sandown Junction - this westbound coal empty has received word from 36th Street that the train can run around the wye at the yard and move toward the Belt Industrial Lead and the Bypass Track at North Yard.

That is what I was alluding to back in 2007. UP did indeed buy the former Rock Island track from the DRIR with, at one point, plans to reconnect Sandown Junction. However, when the recession hit in 2008 and traffic took a downturn, I believe that plan was shelved and there hasn't been any further discussion about making it a reality, as far as I know.

I recall a while back the UP was rumored to be replacing the track fro under I-70 (DRIR end-of-track)  
to Sandown Jct. Is this what you refer to in the caption? Any new info. on this?
