Even though there isn't any evidence of it in this picture, March is the snowiest month of the year in Colorado. Consequently, UP has been keeping this snow bus on hand, just it case it is needed. At least Uncle Pete decided to put decently clean potive power on the snow bus, not some ratty engines that haven't ever seen a wash rack...
