Most of the oil trains that run on the Moffat these days are headed to (if empty) or coming from (if loaded) this transloading facility located off the siding at Wash on the eastern edge of the town of Wellington, UT. You can see there are multiple tracks for loading oil in to tank cars here. On the siding at Wash on the left side of the shot, a BNSF manifest sits with the head end power detached. The head end power is dropping off four tank cars here at the facility.
