Overview
Extending Crater to be capable of supporting most coal trains.
Purpose
Currently, the siding is too short for most meets. This means that westbound coal trains must hold at Bond for eastbounds or eastbounds must hold at Volcano for westbounds. In addition, Volcano is really the only siding between Bond and Phippsburg (XXX miles) that can support most coal trains. Crater and Toponas are both too short for most of those tracks. The extension of Crater would alleviate a part of this problem.
