This is a former BC Rail (now Canadian National) C40-8M. BC Rail and Canadian National both ordered several such cowl units, presumably so the crew did not have to walk outside when moving between units. BC Rail and Canadian National both got a lot of these cowl units with the walkways on the inside. Presumably so they are easier to navigate in rough winter weather.
