This was due to the buckets of rain that were coming down. UP did not want somebody to slip and get injured on the platform, so passengers would not be loaded until the rain let up. Fortunately, while it had not fully stopped, it had let up enough to allow passengers to board. UP 844 is steaming up and getting ready to depart in about 15 minutes. My elementary understanding stops at "fire is created to boil water to create steam to drive pistons". Periodically, a certain amount of water must be dumped via a valve underneath the cab.
